  • Persons arriving at Hong Kong who have only stayed in Group B specified places or Taiwan on the day of arrival or the 14 days before that day will be subject to a shortened compulsory quarantine period of seven days at designated quarantine hotels if they fulfill the following three conditions.

The Centre for Food Safety (CFS) collected the above-mentioned sample of shrimp noodles from an online shop for testing under its routine Food Surveillance Programme. The test result showed that the sample contained sulphur dioxide at a level of 52 parts per million (ppm), exceeding the legal limit of 20 ppm. The functional class and name of the additive were also not declared on the food label.

Sulphur dioxide is a preservative which can be used in a variety of foods including dried vegetables, dried fruits, pickled vegetables and salted fish products. Sulphur dioxide is water soluble, and most of it can be removed through washing and cooking. However, susceptible individuals who are allergic to this preservative may experience breathing difficulties, headache and nausea after consumption.

Sample of prepackaged frozen bigeye fish detected with Ponceau 4R and not in compliance with food label rules

The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department announced today (April 26) that a sample of prepackaged frozen bigeye fish imported from Vietnam was found to contain Ponceau 4R, a non-permitted colouring matter in fish in a raw and unprocessed state. It was also inconsistent with the relevant claim on its food label. The CFS is following up on the case.

A spokesman for the CFS said, "The CFS collected the above-mentioned sample from a supermarket in Lai Chi Kok for testing under its routine Food Surveillance Programme. The test result showed that it contained Ponceau 4R, which was inconsistent with the 'no artificial colourant is added' claim on its food label.

"The CFS has informed the vendor concerned of the above-mentioned irregularities and instructed it to stop sale and remove from shelves the affected batch of the product. The distributor concerned has initiated a recall according to the CFS' instructions. Members of the public may call the distributor's hotline at 3568 9170 during office hours for enquiries about the recall. The CFS is also tracing the source of the affected product. Prosecution will be instituted should there be sufficient evidence," the spokesman said.

"Under the Colouring Matter in Food Regulations (Cap. 132H), Ponceau 4R is a permitted colouring matter in certain food but not in fish in a raw and unprocessed state. The maximum penalty upon conviction is a fine of $50,000 and six months' imprisonment," the spokesman added.

Furthermore, as stipulated in Section 61 of the Public Health and Municipal Services Ordinance (Cap. 132), if any person falsely describes a food or misleads as to the nature, substance or quality of the food on a label of the food sold by him, he shall be guilty of an offence and be liable to a maximum fine of $50,000 and six months' imprisonment upon conviction.

The CFS will alert the trade, continue to follow up on the case and take appropriate action. An investigation is ongoing.

CFS finds trace of malachite green in grass carp sample

The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department today (April 14) announced that a trace amount of malachite green was found in a grass carp sample. Follow-up is in progress.

A CFS spokesman said, "The CFS collected the above-mentioned grass carp sample from a supermarket in Aberdeen for testing under its routine Food Surveillance Programme. The test result showed that the sample contained a trace amount of malachite green at a level of 3.7 parts per billion."

The spokesman said that the CFS has informed the vendor concerned of the irregularity and instructed the vendor to stop sale of the affected product. The CFS is also tracing the source and distribution of the product concerned. Should there be sufficient evidence, prosecution will be instituted.

Malachite green is a type of industrial dye and has been used for treating infections in fish. Currently, malachite green has been prohibited for use in food-producing animals in many countries. According to the Harmful Substances in Food Regulations (Cap 132AF), no food sold in Hong Kong is allowed to contain malachite green. Offenders will be prosecuted and will be liable to a fine of $50,000 and to imprisonment for six months upon conviction.

The CFS will continue to follow up on the incident and take appropriate action. Investigation is ongoing.

CFS announces food safety report for February

The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department today (March 31) released the findings of its food safety report for last month. The results of about 3 700 food samples tested were satisfactory except for three samples that were announced earlier. The overall satisfactory rate was 99.9 per cent.
     
A CFS spokesman said about 1 000 food samples were collected for microbiological tests, and about 2 700 samples were taken for chemical and radiation level tests.
     
The microbiological tests covered pathogens and hygiene indicators, the chemical tests included pesticides, preservatives, metallic contaminants, colouring matters, veterinary drug residues and others, while the radiation level tests included testing of radioactive caesium and iodine from samples collected from imported food of different regions.
      
The samples comprised about 1 700 samples of vegetables and fruit and their products; about 200 samples of cereals, grains and their products; about 300 samples of meat and poultry and their products; about 600 samples of milk, milk products and frozen confections; about 400 samples of aquatic and related products, and about 500 samples of other food commodities (including beverages, bakery products and snacks).
     
The three unsatisfactory samples comprised a lily bulb sample and a carrot sample detected with excessive cadmium, and a cherry tomato sample found to contain excessive pesticide residue.
     
The CFS has taken follow-up action on the unsatisfactory samples including informing the vendors concerned of the test results, instructing them to stop selling the affected food items and tracing the sources of the food items in question.
     
The spokesman reminded the food trade to ensure that food for sale is fit for human consumption and meets legal requirements. Consumers should patronise reliable shops when buying food and maintain a balanced diet to minimise food risks.

2021 CFS announces test results of targeted surveillance on use of sulphur dioxide in meat

The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department (FEHD) today (February 18) released the test results of a targeted food surveillance project on the use of sulphur dioxide in meat. Among some 560 samples tested, except for two samples found to contain sulphur dioxide (a non-permitted preservative in fresh meat) which were announced earlier, all the remaining samples passed the test. The overall satisfactory rate was 99.6 per cent.

"In view of the detection of the preservative in fresh meat samples in the past, the CFS has conducted targeted surveillance projects regularly on the use of the chemical in meat in recent years. Samples of beef, pork and mutton were collected from fresh provision shops, supermarkets, market meat stalls and online retailers for testing. The sampling locations also included meat shops and stalls which had previous records of selling meat containing sulphur dioxide," a spokesman for the CFS said.

Sulphur dioxide is a commonly used preservative in a variety of foods including dried fruits, pickled vegetables and meat products such as sausages and grilled burgers. Under the Preservatives in Food Regulation (Cap. 132BD), it is not permitted in fresh or chilled meat. Nonetheless, individual meat traders were found illegally using sulphur dioxide to make meat look fresher. Sulphur dioxide is of low toxicity. As it is water-soluble, most of it can be removed through washing and cooking. However, susceptible individuals who are allergic to sulphur dioxide may experience breathing difficulties, headaches and nausea.

Under the Regulation, the maximum penalty upon conviction of using sulphur dioxide in fresh or chilled meat is a fine of $50,000 and six months' imprisonment.

The spokesman reminded the food trade to comply with the law and not to sell fresh or chilled meat containing sulphur dioxide. Members of the public should purchase meat from reliable vendors (including market stalls, fresh provision shops and online retailers, etc) and avoid buying or consuming meat which is unnaturally red.
